Per Cent for Arts commission open call: art work for Hampson House 

A new Per Cent for Arts open call invites proposals for the creation of permanent artwork at Hampson House, a new Rotunda outpatient wing. The brief calls for submissions that create a positive environment for service users, visitors and staff.

Introduction
The Health Service Executive (HSE) invites artists to submit proposals for permanent artwork for Hampson House under the Per Cent for Art (PCFA) Scheme.  The HSE project extends to the five floors of the recently constructed Earl Building, a new Out Patient Department for the maternal and paediatric outpatient departments, perinatal mental health, colposcopy and medical social work facilities close to the Rotunda campus.

The commission
Hampson House’s Public Art Working Group has decided that the commissioned work(s) should be visual and physical, including but not limited to photographs, prints, paintings, wall murals, sculptures, glass and ceramics. 

The theme of the project is “Heartbeats of Dublin – embracing every journey”. The proposed artwork should inspire hope, celebrate diversity, foster connections between mother and child, and pay homage to Dublin’s inner city and local landmarks.

The theme is, however, open to interpretation, and artists should submit plans for work that is unique, site-appropriate and reflective of the social environment of Hampson House.

The artwork(s) must:

  • Be permanent in nature, of high standard and with a reasonable lifespan of at least 20 years.
  • Be innovative and sensitive to the service users, visitors and staff. 
  • Be cognisant of HSE’s commitment to delivering healthcare that is environmentally and socially sustainable.
  • Require low maintenance.
  • Take into account health and safety design considerations, particularly in relation to infection control – for example, no water features and all surfaces must be easily cleaned.
Commissioning process

The selection process is a two-stage open competition. 

Stage 1: Invitation to submit portfolios
Stage one is open to all professional artists at any stage in their career who are interested in a commission that reflects the Public Art Working Group brief. Selection will be based on the information provided and artists are invited to submit their portfolio for initial assessment. 

Designs and detailed proposals are not required at Stage 1. 

The submission should include a completed Artist(s) Expression of Interest Application Form, a CV, a completed Stage 1 Artists Previous Project Details Form, and a single PDF with up to 10 visual examples of their work. Submission must be emailed to rinawhyte@yahoo.com by 12pm on 7 August 2024.

Stage 2: Shortlisting and design development
The shortlisted artists will receive a brief, necessary drawings, and a proposal fee to support the development of their designs. 

Collaborative partnerships are welcome and should be clearly outlined in the proposal. If the artists have not previously collaborated, they should explain how they intend to work together on this commission.

The submissions will be reviewed by a selection panel, and a site visit will be arranged in August 2024. The panel reserves the right to select one or more artists or to invite further submissions if necessary.

Budget

The budget will be allocated among the shortlisted artist(s) at the end of Stage 1 and will cover all associated costs, including artist fees, transportation, installation, engineering, design, health and safety statements, VAT and any other necessary expenses. 

    Site location / visits

    The main pedestrian entrance to Hampson House is on Earl Place, with access to the shared delivery yard. Shortlisted artists will be invited for a site visit in August 2024 to better understand the space and context for their proposed artwork.

    Project delivery timeline

    The selected projects are expected to begin soon after selection and to be completed by summer 2025. The final details will be agreed upon with the selected artist(s) during the contract stage.
